A Gate Tax is levied in Port Blacksand by issuing of merchant permits at 2 GP per day; 12 GP per week; 50 GP per month; or 550 GP per year.

No one is allowed into the city without a permit. There may also be a straight gate user's tax which applies to those leaving as well as entering the city.
