A Pirate is a seafarer who attacks and robs other ships on the sea, or on rivers. Pirate attacks are a common hazard for the ships on Titan's bodies of water.[1][2][3][4][5][6][7][8]

Piracy is proscribed by most of the governments of Titan. Known pirates who dock in ports controlled by such governments, or who are arrested by the navies of such governments, will be imprisoned, tried, and executed if found guilty.[1][9]

However, locations such as Port Blacksand in Allansia, Kharé and the Port of Crabs in the Old World, and most of the Inland Sea cites in Khul, will tolerate or even encourage piratical activity.[10][11][12][13]

A kind of pirate common in the Inland Sea area is the privateer. [14] This is a person, or a ship, authorised by a government to attack and steal from enemy ships at sea, especially during wartime.
